The town Planning Board denied an appeal Tuesday by Woodstock 50 to hold the festival at Vernon Downs.Woodstock 50 was twice denied a permit last week by Vernon's code office. The denials cited that organizers missed the 120-day deadline and other deficiencies.Festival officials disagreed with the town, stating they submitted a comprehensive application that is nearly 500 pages with detailed plans for security, traffic and medical emergencies.?Only three
