WSOC ABC Charlotte - According to the Jacksonville Daily News, police arrested Ricardo Montesinos, 24, of Jacksonville, on a murder charge over the weekend, just days after emergency crews responded to a medical call involving a 2-year-old. The child, later identified as Annaley Ratliff, died, authorities said.
